Brown has indicted Daquan Dwight Thomas, owner and operator of Aim to Inspire Care Forever in Owings Mills, for allegedly operating an assisted living facility without a license. According to charging documents, Thomas applied for an assisted-living license in 2025 but was denied by the Maryland Department of Health’s Office of Health Care Quality in 2026. On March 30, 2026, state and city agencies found the property unsafe for occupancy and relocated residents to hospitals or licensed assisted living facilities. If convicted, Thomas faces up to five years in prison and a fine of up to $10,000.
