Sewer-dwelling man harassing local children, says Baltimore mom

Baltimore County still has problems, reports CBS News, including the sewer-dwelling gentleman… Baltimore mom, Mary Wiggins, has reported that a sewer-dwelling man has been harassing her children in the city's sewer system. Wiggins investigated after hearing similar complaints from her children at least four times. She decided to get involved and arrested the man, but he was released soon after warning her that the sewer lines and culverts are public property. This is not the first time a man has lived in the wastewater treatment system.
