Hilton Baltimore Inner Harbor Posts Worst Year on Record
Baltimore's taxpayer-funded Hilton just had its worst year ever — and it still hasn't paid the city back a dime. The city-owned Hilton Baltimore Inner Harbor has posted its worst inflation-adjusted year on record, with occupancy dropping to 52.3% in 2025, despite charging more per night than ever before. The hotel, the largest in the Baltimore region, brought in an average nightly rate of $203.90 last year, but was unable to fill enough rooms. This led to a drop in revenue per available room, or RevPAR, which dropped to $106.60, its lowest mark since 2009. This was the hotel's lowest occupancy rate of any year outside the 2020-through-2023 stretch disrupted by COVID-19. The financial strain has both seen the city and the Hilton, which has not paid any distribution payment to the city's general fund since its opening in 2008. The city has contributed $15.7 million to the hotel in the year covered by financial disclosure, including $7.7m in direct appropriations.
